Abu Dhabi is usually described as the quieter, cheaper alternative to Dubai, and on rent that is broadly true. What the description hides is that the discount is uneven: the apartment is somewhat cheaper, the electricity bill and the transport pass are dramatically cheaper, and the average salary is lower too. Whether the move actually leaves you better off depends on which of those you weight.

This is the comparison that actually decides the question, and it is not uniform. Rent is moderately cheaper; the running costs are much cheaper; the salary is lower.

Read the last row before the others. The average net salary in Abu Dhabi is about AED 2,500 a month lower, which is close to the entire rent saving on a central one-bedroom. If your salary is set by the same employer regardless of emirate, the move is a clear gain. If the salary moves with the market, much of the discount disappears.
The two rows that are unambiguously in Abu Dhabi’s favour are utilities, about a third cheaper, and public transport, where the monthly pass is less than half the Dubai price. Both are recurring and neither depends on your negotiating position.
Tawtheeq, and the fee clause that catches people
Abu Dhabi does not use Ejari. Landlords register tenancy contracts in the Tawtheeq system, and the fee is calculated at 5% based on either the rental value or the rental index, whichever is higher.
That last phrase is the part worth reading twice. In Dubai the equivalent housing fee is 5% of the yearly rent as agreed. In Abu Dhabi, if your contract is priced below the official index for comparable property, the fee is still calculated on the index. An unusually cheap lease therefore does not produce an unusually cheap fee, and the difference is not something the landlord absorbs.

The rest of the leasing pattern is familiar from Dubai: brokers may charge up to 5% of the total rent, and rent is paid by post-dated cheques covering the agreed lease period rather than monthly. That means several months of rent must be available before your first local salary arrives.
Utilities: Taqa Distribution, not DEWA
Electricity and water in Abu Dhabi are handled by Taqa Distribution, formed from the merger of ADDC and AADC. As in the rest of the country, a tenant opening an account needs identification documents and proof of tenancy, and for most emirates that means a registered contract rather than a signed one. A security deposit is taken when the account opens; the government guidance confirms the deposit exists but does not publish the amount.

The practical ordering is the same as everywhere in the UAE and it is worth stating plainly: residence visa, then Emirates ID, then bank account, then tenancy and its registration, then the power. Skipping ahead is not possible, and each step has its own waiting time.
Everyday prices, and a pattern worth noticing
Beyond rent and utilities, the two emirates diverge in a way that follows a simple logic: what is priced nationally is the same, and what is priced locally is cheaper in Abu Dhabi.

Petrol, mobile plans and fast food are effectively identical, because they are priced nationally rather than by emirate. Restaurants, nurseries and taxis are meaningfully cheaper in Abu Dhabi, because they are priced against local demand. That is a useful rule of thumb when you are estimating a category no table covers: ask whether the price is set nationally or locally, and you will usually guess the right direction.
What a month actually costs
The budgets below are built by addition from the figures already given, using the dataset’s own aggregate for everything except rent: AED 3,542 a month for a single person and AED 12,631 for a family of four.

Against the equivalent Dubai budgets of AED 9,631, 13,104, 25,427 and 36,369, the single-person saving is around AED 1,300 to 2,400 a month and the family saving with school fees is over AED 4,200. Set that against the salary difference before treating it as money in hand.
What the official sources do not fix
The same three gaps apply here as in Dubai, and they are worth asking about in writing. The tenancy deposit is a market convention rather than a published rule. The utility deposit and connection fees are confirmed to exist without amounts. And district cooling is often billed separately from electricity, sometimes with a standing capacity charge that continues whether you are in the country or not.
Each of these moves the real monthly cost by more than the difference between two apartments on a shortlist, so settle them before signing rather than after.
Who Abu Dhabi actually suits
On the measured differences rather than on reputation, three groups gain most.
People whose salary does not move with the emirate. If the same employer pays the same figure in either city, the whole rent and utility gap is yours to keep. That is the cleanest version of the trade, and it is why intra-company transfers so often end up in Abu Dhabi.
Families with children in school. The saving compounds: a three-bedroom apartment outside the centre is about AED 1,100 a month cheaper, international primary tuition is roughly AED 7,500 a year lower per child, and nursery is about AED 400 a month lower. On two children that is a materially different annual budget, not a rounding difference.
People who do not need a car. A monthly transport pass at AED 95 against AED 250 is the largest proportional gap in the whole comparison. It only matters if your commute works on public transport, and that is a question about your specific route rather than about the city.
The group that gains least is the single professional whose salary is set by the local market. There, the roughly AED 2,500 lower average net salary eats most of the housing saving, and the decision comes down to preferences that no table can price.
What to check before you sign
Confirm the landlord will register the contract through Tawtheeq, and understand that the 5% fee may be calculated on the index rather than on your rent. Ask how the Taqa account will be opened and what deposit it requires. Establish whether cooling is billed separately and whether there is a standing charge. Agree the number of cheques explicitly, because that remains the largest single lever on the annual price. And if you are comparing an Abu Dhabi offer against a Dubai one, compare the whole package rather than the rent line: on the averages above, the salary gap is close to the rent gap.
