The utility company is blunt about what happens without it: if your tenancy is registered, your water and electricity accounts are set up for you, and if it is not, you have to produce other evidence of your tenancy, and in some cases the connection may not be possible at all.
Once the contract is registered, a municipality fee follows. It is calculated at 5 per cent of either the rental value or the rental index, whichever is higher, and it is added to the tenant’s monthly water and electricity bill across twelve months.
What this does not mean
Mandatory for the owner is not the same as something the tenant can do. Tenants cannot register a Tawtheeq contract themselves, so if a landlord has not filed it, the answer is to press the landlord or the management company rather than to look for a form. It also does not make an unregistered tenancy void; it makes it hard to use, which is a different problem.
