Most UAE free zones pay business setup consultants who bring them new companies, but only a few publish what they pay. This guide compares the official partner, channel partner and referral programme pages of 14 free zones, quoting only what each zone states on its own site, as read on 5 October 2026.
How Free Zone Partner Programmes Work
The zones run three kinds of arrangement, and the names vary:
- Channel partner or corporate service provider (CSP). Your firm signs an agreement, gets access to a partner portal and handles the client’s application. IFZA describes its Professional Partners as the client’s “primary point of contact throughout the business incorporation process”. SPC’s Channel Partner Portal lets partners apply for new licences, amendments and visas on behalf of clients.
- Referral programme. You pass on a client’s details and the zone does the set-up. Rewards here are often fixed amounts, and some programmes are open to individuals without a trade licence.
- International partner. DMCC runs a separate International Service Provider programme for company formation specialists, lawyers and tax consultants abroad, with a listing on DMCC’s website.
The sign-up sequence published by IFZA, Meydan and SHAMS is almost identical:
- Register your interest through the online form or by email.
- Request and sign the zone’s partner agreement.
- Submit a copy of your trade licence (or its equivalent in your jurisdiction).
- Receive portal access and, at some zones, training.
- Submit clients; after each successful set-up, invoice the zone and receive your commission.
The commission rate itself sits in the agreement, which no zone we checked publishes.

Every row comes from the zone’s own page, read on 5 October 2026. “Not published” means the page gives no commission figure.

DMCC: What Changed in June 2026
On 2 June 2026 DMCC announced a business acceleration package. Its news release says DMCC “has strengthened its consultant incentive programme, increasing commission payments and extending eligibility across all successful registrations within the offer period”. The same release gave new companies 10% off one-year licence packages and 20% off multi-year set-ups. DMCC’s published terms for its Quarter Three 2026 discount offer set the offer period from 30 June to 31 August 2026.
What DMCC did not publish: the commission rate before or after the increase, and whether the higher rate continues after the offer period. Its CSP page (no date) still lists “competitive commission schemes”, an extra incentive for registering a long-term licence, free training and a lead submission portal, and says applications are subject to DMCC’s final approval. The Zones That Publish a Figure
- RAKEZ: “earn as high as 35% payback on every company you help set up”, through a progressive scheme. Its sign-up form lists three partner types: Global Service Provider, Strategic Corporate Service Provider and Corporate Service Provider. The page does not say what the percentage is applied to or what volume reaches 35%.
- Meydan Free Zone: its client referral terms pay AED 1,500 by wire transfer within 30 calendar days of referral confirmation. The client must be new to Meydan and must complete a licence of at least one year. Affiliate websites, affiliate networks and automated systems are prohibited. Channel partner commission is a separate scheme with no published rate.
- SPC Free Zone: “up to AED 1,500 as a referral reward”; further down the same page says “Earn AED 1,500 for each client who secures a business license”, with no cap on the number of referrals.
- Creative City: referral rewards of up to AED 2,500 per successful referral. Its channel partner page (updated 14 August 2026) says new channel partner registrations are “temporarily on hold” while it prepares updated packages and a revised commission structure.
- SHAMS and Meydan: payment timing rather than amount: 5 business days (SHAMS) and 5 days (Meydan) from your invoice.

Worked Example: Lead Cost Against a Fixed Referral Reward
Our arithmetic, for illustration. A consultant wins 5 company formation clients on Emirae, where a company formation client costs AED 400 when the client opens your contacts: 5 × AED 400 = AED 2,000. If all 5 set up under a programme paying a flat AED 1,500 per client (the figure in Meydan’s referral terms), the zone pays 5 × AED 1,500 = AED 7,500. That is AED 5,500 more than the lead cost, before your own service fee to the client. Check two things first: whether your channel partner agreement and the zone’s referral programme can apply to the same client, and whether the client already counts as known to the zone, because Meydan’s terms exclude clients who have dealt with it before.
Questions to Ask Before You Sign
- What is the commission rate, and is it a percentage of the licence fee, of the whole package, or a fixed amount?
- Which event triggers payment: payment by the client, licence issue, or something else?
- Is there a renewal commission, or only on the first year? DMCC mentions an extra incentive for long-term licences.
- How are tiers counted (RAKEZ and DWTC describe tiered or progressive rates)?
- What happens if the client cancels or the zone rejects the application?
- Can you combine the partner commission with a zone discount for your client, given that DMCC’s June 2026 release says exclusions apply to selected programmes?
- Will the zone list your firm publicly? DMCC, SHAMS and UAQ FTZ mention partner listings or named partners.

- DMCC’s rate after its June 2026 increase: not published.
- What RAKEZ’s 35% is calculated on: not stated on the page.
- Creative City’s new channel partner terms: not yet released as of 5 October 2026.
- Dubai South Business Hub runs a channel partner page at dubaisouthbh.com, but we could not confirm from Dubai South’s own site that this domain is official, so it is not in the table.
Where the Clients Come From
A zone commission only pays once you have a client. Some consultants hold a corporate service provider licence and work with several zones, so they can match each client to the right one. Clients also post requests for business setup consultation on Emirae: a profile and offers are free, a company formation client costs AED 400 only when the client opens your contacts, there is no subscription, and you can send up to 20 offers in any 24 hours (how it works). Which UAE free zones publish their partner commission?
Of the 14 zones we checked on 5 October 2026, RAKEZ advertises paybacks of up to 35%, Creative City referral rewards of up to AED 2,500, Meydan Free Zone a AED 1,500 client referral award and SPC Free Zone up to AED 1,500 per referral. The others do not publish a rate.
How much commission does DMCC pay business setup consultants?
DMCC does not publish a rate. Its CSP page lists competitive commission schemes, and its 2 June 2026 release says it increased commission payments and extended eligibility across all successful registrations within the offer period.
How fast do free zones pay channel partner commission?
Meydan Free Zone says it pays within 5 days of your invoice and SHAMS within 5 business days of invoice submission. Meydan’s client referral award is paid by wire transfer within 30 calendar days of referral confirmation.
What do I need to become a free zone channel partner?
IFZA, Meydan and SHAMS publish the same three steps: register interest by form or email, sign the partner agreement, and submit a copy of your trade licence or its equivalent. IFZA states there is no cost and no minimum requirement.
Can individuals join a free zone referral programme?
Some programmes accept individuals: RAKEZ has a referral partner track for individuals, IFZA’s Referral Program is open to individuals or companies, and Creative City says everyone can participate in its referral programme.
Is the Creative City channel partner programme open?
Not for new sign-ups. Its page, updated 14 August 2026, says new channel partner registrations are temporarily on hold while it revises the commission structure; the referral programme with rewards of up to AED 2,500 remains open.
