The five year visa is open to all nationalities and lets you stay 90 days per visit, extendable by another 90. To qualify you need a bank balance of 4,000 US dollars, or the same in another currency, over the previous six months, health insurance valid in the UAE for 180 days, and a ticket onward or home.
What this does not mean
A tourist visa is for people who are not eligible for a visa on arrival or visa free entry, so many travellers never buy one at all. It is also not the same product as a visit visa, which is priced per month and covered separately. And these are government fees only: airlines, hotels and agents arrange tourist visas and set their own prices, which is why quotes vary so widely.
