This guide covers what it takes to open an accounting and bookkeeping firm in Dubai: the licence and activity, the legal line between bookkeeping and auditing, AML and goAML duties, tax agent registration as an add-on, published costs and where clients come from. Sources are federal ministries, the Federal Tax Authority and free zone activity pages, read on 5 October 2026.

Which Licence and Activity Covers Accounting and Bookkeeping

On the Dubai mainland, DET issues the licence. Invest in Dubai, the government’s investment portal, lists industrial, commercial, professional, eTrader, dual, instant, SME and Intelaq licences, and states that most activities now allow full foreign ownership while some require an Emirati partner. Accounting is normally licensed as a professional activity, but DET assigns the licence type from the activity you choose, so confirm it; our guide to the professional licence in Dubai explains the legal forms that go with it.

The exact DET activity name and code must come from DET’s own activity search. We could not read it on 5 October 2026: the Invest in Dubai activity search and DET’s site returned access errors to automated reading. Codes quoted by setup agents are not confirmed here, so check the activity on the DET search, or with DET, before you apply. Free zones publish their lists openly. Two examples:

Federal Decree-Law No. 41 of 2023 also applies to chartered accountants and accounting firms in free zones that wish to practise the profession outside the free zones (Article 3). Compare the routes in mainland vs free zone vs offshore.

Where Bookkeeping Ends and Auditing Begins

Federal Decree-Law No. 41 of 2023 on the regulation of the accounting and auditing profession replaced Federal Law No. 12 of 2014 and came into force six months after its publication on 29 September 2023 (Articles 39 and 40). Its scope of services is auditing and reviewing financial information and statements, plus other assurance and related services within the ministry’s standards (Article 4). No one may practise that profession without the licences the law sets out (Article 6), and the title “Chartered Accountant” may be used only with the ministry’s professional licence (Article 8).

In practice: recording transactions, keeping ledgers, preparing management accounts and VAT workpapers is bookkeeping. Signing an audit opinion on financial statements is assurance, and needs the ministry. The ministry’s individual auditor register service lists:

  • fees of AED 100 for the application and AED 4,500 for three years of registration;
  • a bachelor’s degree in accounting, or another degree with 15 approved accounting credit hours;
  • at least 5 years of audit experience after graduation, and a valid fellowship certificate;
  • good conduct, with no disqualifying conviction.

Professional Licence and Local Service Agent

Whether a mainland professional firm owned only by non-GCC nationals still needs a local service agent depends on the legal form, and official guidance has not been consistent. Our professional licence guide sets out both positions as read on 3 October 2026. The federal portal page that carried the service agent note returned “not found” when we checked on 5 October 2026, so ask DET in writing for your activity and legal form before you budget for an agent or rule one out.

Adding Tax Agent Registration

Many bookkeeping clients also want someone to represent them before the FTA. That needs a registered tax agent. Our guide on how to become a registered tax agent in the UAE covers it in full; the points that affect a new firm are:

  • each individual agent pays the FTA AED 3,000 for three years and needs a degree plus three to five years of recent experience, depending on the degree (Cabinet Decision No. 65 of 2020 as amended; Cabinet Decision No. 74 of 2023);
  • a firm listed as a juridical person tax agent must be licensed as an audit, tax or law firm and pays AED 10,000 a year;
  • registration as a tax agency is free, but at least one tax agent must be linked before the agency may practise (FTA service card, 19 August 2026).

If you plan the juridical person route, make sure the licence itself qualifies the firm as an audit, tax or law firm, which in practice means a tax activity on the licence from the start.

goAML and AML Duties for Accounting Firms

The Ministry of Economy and Tourism supervises designated non-financial businesses and professions (DNFBPs) at state level and in commercial free zones. Its goAML self-check asks “Are you an auditing or accounting firm?”, gives chartered accountants, accountants and auditors as examples, and places a firm that answers yes in the DNFBP sector. The same page states that DNFBP registration on goAML is mandatory and that failure to register may lead to severe penalties. It still cites Federal Decree-Law No. 20 of 2018, which Federal Decree-Law No. 10 of 2025 repealed; the new law has been in force since 14 October 2025 and lets a supervisor fine a DNFBP AED 10,000 to AED 5,000,000 per violation (Article 17, as published in the Central Bank’s rulebook). Registration takes two steps: get a username in the goAML protection system (SACM), then log in with a password from the Google Authenticator app. You need:

  • an authorisation letter from the firm;
  • a copy of your passport, residence visa and Emirates ID;
  • a copy of the trade licence;
  • the Google Authenticator app on your phone.

Some free zone activity pages describe accounting activities as exempt from AML compliance. The federal ministry’s own self-check says the opposite for accounting firms, so get the free zone’s position in writing and register unless the ministry confirms otherwise. Setup Steps in Order

  1. Decide the scope: bookkeeping only, bookkeeping plus tax, or bookkeeping plus audit.
  2. Choose mainland or free zone, and confirm the exact activity name and code with DET or the free zone.
  3. Ask DET about the legal form and whether a local service agent applies.
  4. Apply for the licence; add tax consultancy if you will register as a tax agent.
  5. Register on goAML with a named compliance officer (MLRO) and put suspicious transaction reporting procedures in place.
  6. If you offer audit: apply to the ministry’s auditor register before signing any audit opinion.
  7. Register your tax agents with the FTA and link them to the firm.
  8. Arrange professional indemnity insurance before the first engagement.

How Accounting Firms Win Clients

Most demand comes from obligations, not from marketing. Article 56 of Federal Decree-Law No. 47 of 2022 requires every taxable person to keep records supporting its corporate tax return for seven years after the end of the tax period, and the FTA set 30 September 2026 as the deadline for filing returns and paying corporate tax for financial years ended 31 December 2025 (press release, 26 September 2026). Worked Example: Regulatory Fees and Lead Cost

Our arithmetic for a two-person firm where one partner registers as a tax agent. The FTA fee for that partner is AED 3,000 for three years, or AED 1,000 a year. If the firm registers as a tax agency, that registration is free, so the FTA cost stays at AED 3,000 over three years. If the firm instead lists as a juridical person tax agent, it adds AED 10,000 a year: AED 3,000 plus AED 30,000, or AED 33,000 over three years. On the client side, if one accounting lead in four becomes a client (an assumption for the example, not a measured rate), each won client costs 4 x AED 800 = AED 3,200 in lead fees.

  • Activity name and code confirmed in writing by DET or the free zone.
  • Scope letter template that separates bookkeeping from assurance.
  • goAML registration and a named compliance officer.
  • Professional indemnity insurance.
  • Tax consultancy activity on the licence if you will offer tax agent services.
  • Ministry auditor registration if any partner will sign audit reports.
  • A record retention policy that matches your clients’ seven-year corporate tax duty.

What is not published

  • DET mainland activity names, codes and licence fees for accounting and bookkeeping: we could not read DET’s activity search on 5 October 2026. Ask DET for a written fee breakdown.
  • Whether pure bookkeeping, with no assurance, needs any licence from the ministry: Federal Decree-Law No. 41 of 2023 does not list it in the profession’s scope, and we found no ministry statement on the point. Ask the ministry in writing.
  • A goAML registration fee: the ministry’s page lists steps and documents but no fee.
