Freelance Visa in Dubai and the UAE: Permit Prices and Total Cost
The cheapest official all-in package we found costs AED 9,999 for the first year, from the Umm Al Quwain Free Trade Zone, with a 2-year visa, Emirates ID, medical test and basic health insurance. In Dubai, a GoFreelance permit costs AED 7,520, plus AED 2,000 for the establishment card and AED 4,600 or AED 5,042 for the visa: about AED 14,120 before insurance.
The permit lets you work, the visa lets you stay, and the establishment card links the two. Compare quotes on all three.

Official prices as published on 27 September 2026. The RAKEZ visa price is published for investors and partners; RAKEZ does not say whether it applies to freelancers. Ajman Free Zone (AED 6,000 in a 2021 post), Dubai Airport Freezone and twofour54 publish no current price. No freelance permit holder may hire or sponsor staff.
A "freelance visa" sold by a mainland company is a different product: the firm sponsors your residence through its own licence, and some list a labour card and a NOC. Firms advertise these at AED 10,500 to AED 16,500 for two years. Ask which permit you will actually hold and who your sponsor will be before you pay.
Government fees
Government fees on top of the permit
Free zone packages usually include these. On routes that price the visa separately, and for the Green Visa, you pay them yourself.

The Green Visa for freelancers: 5 years without a sponsor
A freelance or self-employment work permit from MOHRE
A bachelor's degree or specialised diploma
Self-employment income of at least AED 360,000 a year in each of the previous two years; the authority may also ask for proof of financial solvency
Government fees of about AED 1,600 in Dubai and AED 1,850 in the other emirates for the entry permit, residence, Emirates ID and medical, before the MOHRE permit and insurance (our sum of the GDRFA, ICP and EHS fees)
Issued for 5 years and renewable; family members can be sponsored
In Dubai the Green Visa is issued by GDRFA, in the other emirates by ICP. Every official source names a MOHRE permit; none says a free zone permit can replace it. If you plan to hire staff or need several activities, compare the freelance permit and a company: some company packages with a visa cost about the same.
Quote checklist
What a freelance visa quote should list
The official packages itemise these lines. Ask for the same breakdown from any consultant, and for the price of year two.
Should be itemised
The permit or licence, the issuing authority and the number of activities
Establishment card and immigration file
Entry permit and residence visa, and for how many years
Change of status if you are already in the UAE
Medical test and Emirates ID
Health insurance, or a clear note that it is not included
The desk or co-working space and the lease agreement
The renewal price for year two
Usually extra
Family visas
Visa cancellation, amendments or replacement
VAT on free zone fees
Express or VIP processing
A consultant or PRO fee: guide sites quote AED 500 to AED 3,000, and no firm checked publishes one on its own
Steps
How the Dubai route works, step by step
Get the permitApply to the free zone with your passport, CV and, where asked, a portfolio or degree. GoFreelance issues its licence in 2 working days. If you live in the UAE on someone else's visa, bring a NOC or declaration from your sponsor.
Open the establishment cardIt links your permit to the immigration system; GoFreelance charges AED 2,000.
Entry permit and medical testGDRFA issues the entry permit in about 48 hours. The medical fitness test costs AED 250, with results in 24 hours.
Emirates ID and residenceBiometrics for the Emirates ID, then the residence visa, all within 60 days of entry.
Renew every yearThe permit renews annually and the visa is tied to it, so a lapsed permit puts the visa at risk.

How much does a freelance visa cost in the UAE in 2026?
Official all-in packages start at AED 9,999 for the first year at the Umm Al Quwain Free Trade Zone, with visa, Emirates ID, medical and basic insurance. In Dubai, GoFreelance costs AED 7,520 for the permit, AED 2,000 for the establishment card and AED 4,600 or AED 5,042 for the visa, so from about AED 14,120 before insurance.
Is the freelance permit the same as the visa?
No. The permit lets you work and the visa lets you stay. GoFreelance states that its AED 7,520 fee does not include a visa, and the visa depends on the establishment card and the permit staying valid.
Can I get a freelance permit while employed or on a family visa?
Yes in several zones, with paperwork from your current sponsor: GoFreelance asks for a declaration form, RAKEZ and Dubai Airport Freezone for a NOC. The Abu Dhabi Freelancer Licence is open to residents in full-time jobs.
Can I hire staff on a freelance permit?
No. GoFreelance, RAKEZ and Dubai Airport Freezone all state that a freelance permit does not allow you to hire or sponsor employees.
How long does a freelance visa take?
The Dubai licence takes 2 working days, and GDRFA issues the entry permit and the residence permit in about 48 hours each. RAKEZ quotes 3 or 6 working days for the visa with Emirates ID. After entry you have 60 days to finish residence.
Can I sponsor my family on a freelance visa?
The Umm Al Quwain Free Trade Zone allows permit holders to sponsor a spouse, children and parents. ICP sets a minimum income of AED 4,000 a month, or AED 3,000 with housing provided.
What does the Green Visa for freelancers require?
A MOHRE freelance or self-employment permit, a bachelor's degree or specialised diploma, and self-employment income of at least AED 360,000 a year in each of the two previous years, or proof of financial solvency. It gives 5 years without a sponsor.
Do I need health insurance for a freelance visa?
Yes. GoFreelance and RAKEZ list valid health insurance as a visa requirement. Of the packages checked, only the Umm Al Quwain Free Trade Zone includes basic insurance in its price.
