The most expensive misunderstanding in a UAE job offer is the word “salary”. Two offers quoting the same monthly figure can be worth very different amounts, because UAE law splits pay into a basic wage and everything added on top of it. That split is not cosmetic: your end-of-service gratuity is calculated on the basic wage alone, so two people on the same total package can walk away with payouts that differ by thousands.
This guide explains what basic salary means in the UAE and how pay works under the law in the private sector: how basic wage and total wage are defined, whether there is a minimum wage, when your employer must pay you, how gratuity is calculated, and what can legally be deducted. Your basic wage is the figure named in your employment contract, excluding allowances. Your total wage is that basic wage plus cash allowances and benefits in kind. There is no minimum wage set in the UAE: the law lets the Cabinet set one but none is in force. Wages must be paid on the due date through the Wages Protection System, and pay is treated as delayed from the second day after it falls due. End-of-service gratuity is 21 days’ basic wage per year for the first five years and 30 days per year after that, capped at two years’ wage. Deductions are only allowed in listed cases, and all deductions together can never exceed 50% of your wage.
Basic wage and total wage: what the law actually defines
Both terms are defined in the definitions article of the labour law, and the difference between them is the single most important thing to understand before signing.

In practice the allowances sitting outside your basic wage are usually housing, transport, and sometimes phone, schooling or a flight home. They are real money and they spend the same, but they are invisible to the gratuity calculation. This is why the ratio matters: an offer of AED 20,000 built as AED 12,000 basic plus AED 8,000 allowances produces a smaller end-of-service payout than the same AED 20,000 built as AED 18,000 basic plus AED 2,000 allowances.
The law also settles what happens if the contract is silent: if the amount or type of wage is not specified in the employment contract, the competent court determines it as a labour dispute. Wages are paid in dirhams unless another currency is agreed in the contract.

Is there a minimum salary in the UAE?
No. The government states plainly that there is no minimum salary stipulated in the UAE Labour Law, while noting that the law contains general provisions requiring wages to be sufficient to meet workers’ basic needs.
The law itself is the reason this can change without the law changing: it gives the Cabinet the power to set one, rather than fixing a figure. Article 27 says the Cabinet may, on the Minister’s proposal and in coordination with the concerned authorities, issue a resolution setting the minimum wage for workers or any category of them. That power exists; as things stand no such figure is in force for the private sector generally.

One practical consequence: because there is no floor, there is also no legal benchmark to argue from in a salary negotiation. What protects you is the contract, not a statutory minimum. Separately, minimum income thresholds do exist for some visa purposes, such as sponsoring family members, but those are immigration requirements rather than a wage floor.
When your employer must pay you, and the Wages Protection System
Payment is not left to the employer’s discretion. The law obliges the employer to pay wages on their due dates in accordance with the systems approved by the Ministry, and the Ministry’s system is the Wages Protection System (WPS).
WPS was developed by the UAE Central Bank so that the Ministry of Human Resources and Emiratisation can hold a database of wage payments in the private sector and monitor whether employers are paying in full and on time. All establishments registered with the Ministry must pay wages on the due date through it.

The practical value of WPS is that late payment leaves a trace in a government system rather than being a private disagreement between you and your employer. If your salary stops arriving, that record is the starting point, and there is a formal route for labour disputes rather than an informal one. End-of-service gratuity: the actual formula
Gratuity is the part of UAE pay that most people underestimate, and it is fully specified in the law. It applies to foreign full-time workers who have completed at least one year of continuous service, and it is calculated on the basic wage, not the total package.

Two details are easy to miss. The employer may deduct from the gratuity any amounts due by law or by a court judgment, under the conditions set in the executive regulation. And the Cabinet may approve alternative end-of-service systems, so some employers may participate in a savings scheme instead of the classic lump sum; if that applies to you it will be stated in your arrangements rather than assumed.

What can legally be deducted from your wage
Deductions are not open-ended. The law lists the only permitted cases and puts a ceiling on several of them, plus an overall ceiling on everything combined.

If money is being taken from your pay for a reason that is not on this list, or the total crosses half your wage, that is not a grey area.
Proving what you earn: salary certificate and salary slip
Two documents carry your pay details in practice, and they do different jobs. A salary certificate is issued by your employer to confirm your employment and salary for a bank, landlord or government process. A salary slip is the monthly breakdown showing how your pay is made up: basic wage, allowances, deductions and net pay.

There is no table of typical salaries by sector or job title on this page, and that is a decision rather than an omission. Figures of that kind are published widely, but the ones that circulate online are almost always unsourced, copied between sites, and impossible to verify. The authoritative sources that would settle them, national labour statistics and the salary guides published by large recruitment firms, are either not publicly accessible or are locked behind a form. Rather than repeat someone else’s guess with our name on it, we leave it out.
The one broad indicator we will quote, clearly labelled: the crowd-sourced estimate of the average monthly net salary in Dubai is AED 12,543. What to check before you sign
Read the offer for the split, not the headline. Ask what the basic wage is as a share of the total, because that share sets your gratuity. Confirm which allowances are contractual rather than discretionary. Check that the employer is registered with the Ministry and pays through WPS. And keep your contract and your salary slips, because every claim you might later make about your pay rests on them.
