What a low-cost licence includes and what it leaves out
A typical budget package covers the trade licence for a limited set of activities, a shared or virtual workspace entitlement, and registration. It usually does not cover:
- Residency visas: allocation may be zero, and each visa costs extra.
- Immigration establishment card, needed before any visa can be processed.
- Medical test, Emirates ID and visa stamping fees per person.
- A usable office: virtual desk entitlements may not satisfy banks or substance needs.
- Bank account support, VAT or corporate tax registration, accounting.
- Higher renewal pricing after a discounted first year.

take the advertised licence price, add AED 2,000 to 3,500 for the establishment card and per-company immigration setup if you need any visa, then AED 3,500 to 6,500 per person for each visa. Ajman Free Zone
Ajman Free Zone publishes no price: its online cost calculator sends an estimate by e-mail, so ask for a written quotation. Its packages are aimed at freelancers, e-commerce and general trading. Check activity lists carefully: some trading activities need extra approvals.
Ajman Media City
Positioned for media and online activities with very low zero-visa packages. Popular with solo founders and content businesses. Confirm whether your actual activity fits the media-oriented licence categories.
SHAMS (Sharjah Media City)
A high-volume budget zone with packages from AED 5,760 a year, VAT included, and flexible activity combinations, up to five on one licence. Widely used for e-commerce and services. SPC Free Zone
The other Sharjah zone at the same entry price, and the one to look at if you may later need to serve mainland customers: SPC publishes a dual licence covering both free zone and Sharjah mainland operations. Up to five activities on one licence, and AED 6,875 is SPC’s Standard licence tier, still with no visa. SPC’s One Visa Package starts from AED 13,175: licence AED 5,750, visa allocation AED 1,600, establishment card AED 640, e-channel AED 2,280, investor visa processing AED 2,895 (medical test and Emirates ID included) and an AED 10 Knowledge fee. UAQ FTZ
UAQ Free Trade Zone publishes UAQ LYTE from AED 5,500: an e-commerce licence with up to three activities, a flexi-desk and no visa. Suits consultants and single-activity companies that need a licence and little else. Physical infrastructure is limited compared with the bigger zones.
RAKEZ
Ras Al Khaimah Economic Zone is a large, established authority with budget entry tiers and room to scale into warehouses and industrial facilities. Often the strongest choice when a cheap start needs to grow into a real operation later.
Fujairah Creative City
Creative and consulting focus. Creative City now publishes three packages: AED 3,999 a year with no visa, AED 9,999 with one visa and AED 18,500 with two, each with a flexi desk. A common pick for freelancers formalising an existing client base. Check visa allocation rules if you plan to sponsor family members.
What about Dubai?
Dubai zones are rarely the absolute cheapest. For entry-level zones such as IFZA or Meydan Free Zone, the published prices differ: Meydan starts from AED 12,500, roughly double the northern-emirates entry price, while IFZA publishes no price, so ask it for a written quotation. Founders pay the premium for the Dubai address, banking convenience and client perception. Opening a business bank account
A bank account does not come with a budget free zone licence: the bank opens it separately, after its own review of the company, its owners and the expected transactions. When the cheapest zone is a false economy
- Banking friction: some banks apply extra scrutiny to licences from the cheapest zones. A saved AED 5,000 is expensive if account opening drags for months.
- Activity limits: budget packages restrict activity combinations; adding activities later can erase the saving.
- Visa ceilings: upgrading from a zero-visa package can require a package change at renewal.
- Substance and clients: if you need a real office, meeting space or a Dubai address for client perception, a northern-emirates virtual desk does not deliver it.
- Renewal jumps: first-year promotions can renew at notably higher prices; compare year-two cost before signing.
The cheapest licence is the one that still fits your business in year two. Price the renewal, the visas and the bank account, not just the first invoice.
How to choose a budget free zone
- Confirm your exact activity is on the zone’s list without special approval.
- Decide visas now: zero-visa packages are only cheap if you truly need zero visas.
- Ask for the renewal price in writing, not just the first-year promotion. Few zones publish renewal prices: Ajman Media City renews its zero-visa package at the same AED 4,999 and its one-visa package at AED 8,999, and RAKEZ guarantees the same renewal price on its all-inclusive package. - Check what the workspace entitlement actually is and whether banks accept it.
